A traffic bottleneck that has frustrated many a motorists (See story on Page 1) may be broken in 1954 when the Southern Pacific's franchise giving it the right to block Fourth-st, between Townsend and King-sts, expires. The San Francisco Municipal Transportation Agency (SFMTA) has started its Townsend Street Improvement Project which will provide safety enhancements along the now heavily-used corridor.
